Foster Care Values Joins Forces with TACT Fostering to Secure a Not-for-Profit Future in Wales

Foster Care Values (FCV) is delighted to announce its acquisition by TACT

Fostering, the UK’s largest dedicated fostering charity. This important move ensures

a bright, not-for-profit future for the agency as the Welsh Government moves toward

banning profit-making in foster care by 2027.


Mick Sams, Head of Foster Care Values, shared:

“As Wales continues to implement its plan to remove profit from children’s care, Foster Care Values is proud to be part of the solution. FCV and TACT have a shared ethos that prioritises the needs of vulnerable children and young people over profit, and by partnering with TACT we are able to fully embrace this and adopt not-for-profit status. The partnership will enable FCV to continue its mission and provide long-term security for our staff, foster carers and young people.

The acquisition will see eight colleagues, 26 foster carers, and 41 young people join

the TACT family, which already includes a well-established network of staff and

foster carers in South Wales. This partnership will strengthen the presence of both

TACT and FCV in North Wales, enhancing their ability to provide support to foster

carers and local authorities throughout the region.


Andy Elvin, CEO of TACT Fostering, commented:

We are delighted to welcome Foster Care Values into the TACT family. By bringing FCV under TACT ownership we can provide stability and reassurance for FCV’s staff and carers, enabling them to continue delivering excellent care as part of a not-for-profit agency.

Following the acquisition, FCV will now be owned by TACT but will continue to operate under the Foster Care Values name and identity. Under TACT’s ownership, FCV’s team and foster carers will gain access to the resources and expertise of a nationwide, not-for-profit organisation, ensuring every penny of income is reinvested into providing the highest quality of care for children and young people in North Wales.

“With both FCV and TACT Fostering well-established as good quality partners across our Consortium and on the All-Wales Framework for Foster Care, this is a positive move which will future proof FCV’s status in the not-for-profit environment. We look forward to continued working with both organisations through this transition phase and beyond to meet the needs of our children looked after in Wales.”
